Product Compliance & Safety

The TIC sector supports manufacturers of all types of products from simple consumer products to complex machinery and medical devices to bring into the market safe and compliant products.

To this end, our members conduct conformity assessment of products regarding electrical, mechanical, food, health and chemical safety as the general protection of consumers against unhealthy or dangerous products. This cluster would also cover anti-counterfeiting and food safety.

Moreover, our members actively engage against counterfeited products and certification marks, as their vast majority is not subject to any conformity assessment.

The TIC Council’s positions aim to bring insights to policymakers to our broad expertise across product sectors and world regions.

TIC Industry Global Position on Medical Device Conformity Assessment Policies - November 2020
TIC Council members remain committed to working closely with policymakers across the globe to craft effective conformity assessment policies that leverage private sector resources and advance the access to innovative and life-saving medical technologies and patient safety.

Quality Infrastructure Law Implementation (English) - March 2022
TIC Council Americas provided recommendations to Mexico’s Direccion General de Normas (DGN)/ Secretaría de Economía as they finalize the drafting of the implemeting regulations of the Quality Infrastructure Law of 2020. TIC Council asks for continued transparency, public debate and stakeholder consultation, as well as for continued reliance on private sector conformity assessment. TIC Council also provides international best practices for risk assessment and considerations for the use of different conformity assessment tools.
TICC Public Comments to CPSC - Agenda and Priorities for 2023_2024.
On 30 March 2022, TIC Council submitted comment to the Consumer Product Safety Commission on the CPSC Agenda and Priorities for 2023 and/or 2024 and will testify before the Commission on 27 April.
TIC Council Position on Addressing Counterfeiting in the Americas - October 2021
This position paper includes TIC Council's recommendations for combating the exponential growth of counterfeiting goods sold in the US over the last few years. With it comes lost revenue to legitimate businesses, increased risks to safety, reliability, and security, and a loss of consumer trust.
Counterfeit Products sold on E-Commerce Platforms Pose a Growing Risk to Safety - March 2020
To address the growing issue of counterfeits, TIC Council Americas has published this Position Paper to assist e-commerce platforms in halting the threats to public health and safety.
TIC Council Position on Inmetro's Regulatory Reforms - September 2020
TIC Council welcomes Inmetro's efforts to modernise its regulatory and conformity assesement (CA) framework and development of a new Institutional Strategic Plan for 2021-2023. There are opportunities to streamline and enhance the current regulatory model towards a system that enhances product quality and safety while promoting industry's competitiveness, economic development and consumers wellbeing.

TIC Council Position paper on the Machinery Directive: the costs of CA - October 2021
TIC Council welcomes the European Commission’s proposal for a Regulation on Machinery Products and looks forward to being able to support the implementation of the new rules in a cost-effective manner for the industry and to further the goal of protecting the users of machinery equipment in the Single Market.

TIC Council's position paper on the revision of the Blue Guide
The TIC Council welcomes the forthcoming update of the 'Blue Guide' as an invaluable interpretation tool for the EU's product rules. This position paper requests that the update should be limited to the rules that changed according to the new Regulation on market surveillance and compliance of products (1020/2019) and to the upcoming changes to horizontal aspects of the product legislation.

IFIA Position Paper on Consumer Safety Package - August 2013
In February 2013, the Commission proposed the product safety and market surveillance package to update rules in line with market developments, with the goals of creating greater safety for consumers and greater certainty for economic operators. IFIA supports these objectives and expresses its general support for the package but would like to make some suggestions on how to improve certain provisions so as to reach the stated goals.
CEOC Position Paper on The Added Value of 3rd Party Inspection and Certification
Confidence in products and processes is most efficiently provided through conformity assessment by independent 3rd parties. The essential corner stones for this confidence are: competence, neutrality and objectivity.
