Government Services

The Government Services Committee’s mission is to enhance the best practice of the sector when providing services to assist governments and facilitate international trade through various processes that check the compliance of imports and exports with regulatory requirements. The Committee’s mandate also includes the provision of liaison between TIC Council and the World Trade Organisation (WTO) and the World Customs Organisation (WCO) over the provision of the services provided under Government mandates by TIC Council members to certain national governments.

The Government Services Committee adopted a Code of Practice in relation to Consignment Based Conformity Assessment (CBCA), which is designed to provide confidence to Governments and consumers that TIC Council Members implementing CBCA programmes comply with a recognised industry code and are subject to annual audit to ensure such compliance. TIC Council maintains a List of Countries with programmes operated by Members of TIC Council under the TIC Council CBCA Code of Practice. 

TIC Council has also published the following TIC Council CBCA Guidance Paper which outlines how CBCA contributes to trade facilitation and consumer production and CBCA best practices. To view the paper please click here

TIC Council Members providing Pre-shipment services as defined by the WTO PSI Agreement are bound to follow the Code of Practice IFIA 1001 Preshipment Inspection Mandated by Governments. Their conformity with this Code of Practice is confirmed through implementation of the Preshipment Inspection Certification Programme Rules.  The membership of TIC Council member companies active in pre shipment certification of the Pre Shipment Inspection Sub Committee is governed by the PSI Certification Programme Sub Committee Rules.

TIC Council has historically maintained a List of Programmes subject to the WTO pre/shipment inspection agreements (no active programmes since 2023).
