Registration

Companies which are not TIC Council members (formerly IFIA) may put forward candidates for examination following completion of a registration process and payment of an application fee.

Companies must be independent inspection organisations providing third-party inspection services. These services must include the inspection of load or discharge of bulk cargoes of crude oil and/or petroleum products to or from ships or barges for custody transfer. Companies must possess the ability to provide training and ongoing assessment of inspectors which meets the requirements of the certification programme. Companies may be required to demonstrate this ability.

Companies which wish to apply for registration should download and complete the following form (This form covers both Petroleum and Chemical Cargo registration):

The completed form, with supporting documents, should be scanned and returned to exams@tic-council.org. Please ensure that all sections are completed.

When the completed application form has been received, an application fee of EUR 650 will be charged. An invoice for this sum will be issued by TIC Council and will include instructions for payment. This fee must be paid before the application can be considered and is not refundable. Payment of this fee does not imply or guarantee that an application will be successful.

 

  1. Companies must provide the following information with their request for registration:
  2. - Company ownership and registration details (company must have been active in independent petroleum/petrochemical inspection for a minimum of three years)
  3. - Brief description of services provided in relation to bulk cargoes of crude oil and/or petroleum products
  4. - Brief description (roughly one paragraph) explaining how training and auditing of staff is conducted
  5. - Names and contact details of company safety and training officers
  6. - Minimum three references from a number of clients to which independent inspection services have been provided (must be from seperate entities with no conflict of interest to the applicant). 
  7. - A copy of company Code of Ethics and Health and Safety Policy must be provided
  8.  

Non TIC Council Member Companies which provide this information and satisfy the requirements noted above will be registered with TIC Council and will be permitted to submit candidates for examination and certification. Registration will be subject to renewal after five years, and an application fee will be payable on renewal. A reduced application fee (EUR 325) will be payable if the renewal application (including supporting documents) is received, and the renewal fee paid, within 3 months of the date of expiry of the original registration.

Non-member companies which have completed the registration process and paid the registration fee can book places during the month before the start of their local examination period for examinations in Europe, Asia, Africa, Central and South America and the Caribbean, and at any time for examinations in the US, US Territories and Canada. Where applicable, the closing date for applications can be found on the examinations schedule page of this website. Branches will need to complete a branch booking form the first time they enter inspectors for the examination, and will be allocated a branch booking code. This code should be used for all inspector certification applications.

An application for certification form must be submitted for each candidate. Candidates must be employed by, or contracted to, the company making the applications.  Forms must be completed on-line by clicking on the link below. Training records, in English, will be required for each candidate taking the Petroleum Inspector Certification examination for the first time. 

Each candidate must (1) possess a valid Petroleum inspector certificate or (2) schedule both Petroleum and Chemical Cargo examinations on the same day. Please note however that if the candidate fails his Petroleum examination, his Chemical Cargo examination results will become void, and an invoice will still be sent for both examinations.

Once the application for certification forms, training records have been received, invoices will be issued for the examination fees. Detailed information on how to make examination appointments will be provided when the examination fees have been paid. Fees are given below.

It is not possible to cancel a candidate once their application has been approved by TIC Council, but it is possible to nominate a substitute candidate up to the start of the examination period by contacting exams@tic-council.org.

Fees:

Candidate applications must be completed before the start of the examination period. The current fee for non-TIC Council members is EUR 450. Payment must be received before applications can be approved and examination appointments scheduled.

ONLINE FORMS

PLEASE NOTE: the forms below must be completed on line. Please click on ‘submit’ when you have completed the form. Forms will be processed and returned to you by email from exams@tic-council.org. If the approved forms have not been received within 10 working days, please contact exams@tic-council.org.

BRANCH BOOKING FORM – This form must be completed the first time branches submit candidates. If you are unsure whether or not your branch already has a branch code please contact exams@tic-council.org. It is the same form and code as for Petroleum and Chemical cargo inspectors. 

APPLICATION FOR CERTIFICATION: AFRICA, ASIA, EUROPE, CENTRAL AND SOUTH AMERICA AND THE CARIBBEAN – This form must be completed for all candidates registering to sit the examination in these regions.

APPLICATION FOR CERTIFICATION: US AND CANADA – This form must be completed for all candidates registering to sit the examination in the US, US Territories and Canada.
